双年会预告（一）| 中国海洋学会成立40周年暨2019海洋学术（国际）双年会及海洋科学技术奖颁奖仪式将于10月26日在三亚召开

据中国科协关于创世界一流学会建设的相关要求，及向主管及挂靠单位报批，应三亚市人民政府的邀请，中国海洋学会定于2019年10月25日至27日在海南省三亚市举办中国海洋学会成立40周年暨2019海洋学术（国际）双年会海洋科学技术奖颁奖仪式，同期举办由学会支持协办的2019海洋科学技术装备设备展（iOceans China 2019）。

本次双年会，由中国科学技术协会、自然资源部指导，中国海洋学会、三亚市人民政府共同主办。

双年会的开幕式邀请了多位国内外知名专家，就“科技创新助推蓝色经济高质量发展”这一主题做相关学术报告。

同时，大会首次邀请到来自英国、巴西、葡萄牙、澳大利亚、韩国、俄罗斯等多国行业内院士、专家作为主旨报告嘉宾，就海洋油气资源产业、全球海洋观测最新技术进展、海上风能与波浪能开发、船舶海事、海岸带及自然资源保护与开发、珊瑚礁保护与修复等重大话题展开讨论。

本次双年会开幕会将由中国自然资源报社团队进行视频直播，播出时间为：2019年10月26日8：00-12：00。目前，直播平台正在紧张的搭建中，平台将于近期上线后通过本公众号对外发布直播观看地址。

周守为，博士学位，中国科学技术协会副主席，中国海洋学会荣誉副理事长，油气藏地质及开发工程国家重点实验室主任，我国著名海洋石油开发工程专家，在40年的工作中一直奋战在海洋石油生产科研第一线，为我国海洋石油工业的发展做出了重大贡献， 2009年当选中国工程院院士，在海上稠油油田开发、优快钻完井、边际油田开发及FPSO(浮式生产储油卸油装置)全海式油田开发等技术创新中做出了突出贡献。

一直在推动国家深水战略的布局和深水技术的发展，为建立我国深海油田开发工程技术体系进行了深入探索，由他组织并成功研发了深水钻井平台海洋石油981的设计和建设，使我国成为继美国、挪威后第三个具备设计、建造、调试和使用的国家，实现了深水技术的突破。

近年来，由他承担组织的国家重大咨询项目《南海战略研究》和《东海战略研究》的研究成果获得国家高层的高度重视并予以采纳，为维护海洋权益、建设海洋强国做出了重要贡献。现在仍在主持深海天然气水合物开发等世界前沿技术领域的研究。

周守为院士及其科研团队曾获国家科技进步特等奖一项，一等奖1项，获国家科技进步二等奖5项、发表专著5部，发表论文30余篇。

Dr. Shouwei Zhou, Academician of Chinese Academy of Engineering, Honorary Vice Chairman of Chinese Society for Science, Vice Chairman of CSO, Director of State Key Laboratory of Oil and Gas Reservoir Geology and Exploitation Engineering, Famous Expert of Offshore Petroleum Development Engineering in China, is a well-known expert in offshore oil development engineering in China, has been working hard in the front line of offshore oil production and scientific research for 40 years, making great contributions to the development of China's offshore oil industry, and was elected academician of the Chinese Academy of Engineering in 2009. He has made outstanding contributions to the technological innovation of offshore heavy oil field development, excellent fast drilling and completion, marginal oil field development and FPSO (floating production, storage and unloading unit) all-sea oil field development

He has been promoting the layout of the national deep-water strategy and the development of deep-water technology, and has made in-depth exploration for the establishment of China's deep-water oil field development engineering technology system. He organized and successfully developed the design and construction of deep-water drilling platform offshore oil 981, making China the third country after the United States and Norway to have the ability of design, construction, commissioning and use, which achieved a breakthrough in deep-water technology. In recent years, the research results of the major national consultation projects "Strategic Research in the South China Sea" and "Strategic Research in the East China Sea" organized by him have been highly valued and adopted by the top level of the country, which has made important contributions to safeguarding marine rights and interests and building a marine power.

Shouwei Zhou and his scientific research team have won one special prize for national scientific and technological progress, one first prize, five second prizes for national scientific and technological progress, five monographs and more than 30 papers.

毕业于前威尔士大学科技学院（UWIST), 现为卡蒂夫大学的一部分，海事研究系，1985年，史蒂夫在一家小型私营工程勘察公司开始了他以海洋为中心的职业生涯，并在海洋科学、技术、能源、政策和教育部门积累了30多年的经验，2017年4月成为水下技术协会（www.网址未加载）首席执行官，曾任英国南安普敦国家海洋学中心国际与战略伙伴关系办公室主任，并担任英国政府海洋科学协调委员会国际工作组主席，出席教科文组织政府间海洋学委员会的英国代表团首席，2015至2017年，担任国家政府间海洋学委员会副主席兼政府间海洋学委员会以外区域工作组共同主席。

After graduation from the Department of Maritime Studies at the former University of Wales Institute of Science & Technology (UWIST – now part of Cardiff University) in 1985 Steve started his ocean-focused career in a small private sector engineering survey company, and has gathered over 30 years of experience in the marine science, technology, energy, policy and education sector, becoming Chief Executive of the Society for Underwater Technology (www.网址未加载) in April 2017, having previously headed the International & Strategic Partnerships Office at the National Oceanography Centre, Southampton UK, and serving as Chair of the UK government’s Marine Science Coordination Committee International Working Group, the Head of the UK delegation to UNESCO’s Intergovernmental Oceanographic Commission, and from 2015 to 2017 as ad-hominem Vice-Chair of the Intergovernmental Oceanographic Commission and co-chair of IOC’s working group on areas beyond national jurisdiction.
