探索国际化人才“引育留用”,宁波市人才国际化发展研究基地花落宁诺

近日,宁波诺丁汉大学“宁波市人才国际化发展研究基地”(下文简称为“基地”)被确定为宁波市第五轮社会科学研究基地。该基地旨在利用宁波诺丁汉大学国际化资源和优势,从人才政策研究、人才平台搭建、人才生态建设上促进海内外高层次人才集聚宁波,服务和推动宁波未来产业发展。

至此,宁波诺丁汉大学已有3家社科基地获宁波市社会科学院批准,分别为“宁波市双循环发展研究基地”、“宁波市影视文创产业国际化发展基地”以及“宁波市人才国际化发展研究基地”。这是学校大力推进人文社科领域的学科专业新布局、人才引育和平台建设的阶段性成果。

据悉,宁波市人才国际化发展研究基地将聚焦四个方面的研究,包括人才国际化理论、政策、评估原则标准以及培养模式;国际青年人才 ‘引育留用’的战略对策;宁波诺丁汉大学国际化人才培养的理论与实践探索;宁波诺丁汉大学课程改革以适应后疫情时代国际化人才的需求。

基地主任由宁波诺丁汉大学党委副书记董红波博士担任。基地首席专家由宁波诺丁汉大学语言文化教育学冯安伟教授担任。基地成员汇聚人文社科学院、中国文化课教研室、商学院、学生事务与发展中心优秀的科研人员,还有国际语言与跨文化交际学会主席、高等教育国际化丛书主编、昆仑学者、云山学者等领军学者以及高校校长、院长和其它管理层人员,以确保人才国际化研究发展全方位多维度进行。

一直以来,宁波诺丁汉大学凭借得天独厚的国际化基因,结合宁波地方发展需求,积极开展跨国、跨界、跨学科科研合作和学术交流。建校至今,已有本科、硕士、博士共18500余名毕业生从宁诺走向世界,其中许多优秀的硕博毕业生选择留在宁波工作,为地方经济发展和城市建设服务。

与此同时,学校积极整合和吸引校内外对国际化人才培养感兴趣的专家学者,多次举办“全球本土化”人才研讨会,主持人才研究的相关课题,研究成果被作为制定人才政策的参考依据。其中,我校老师负责的课题“宁波关于建设国际化人才社区”和“十四五时期宁波进一步发挥企业引才主体作用路径研究”分别于2018年和2020年完成并编入宁波人才蓝皮书。

基地首席专家冯安伟教授表示,按照习近平总书记提出的关于国际化人才的培养要求和新时代留学工作方针,要推进从留学人员和中外合作办学学生的培养到国际化人才培养的转变,特别是要培养学生成长为更符合当今时代要求的国际本土化人才。基地将通过跨学科、跨院校、跨层次、跨国界的科研合作、学术交流和脚踏实地的教育理论与实践相结合,研究国际化人才发展的有效模式,真正为宁波城市国际化、高等教育国际化建设提供理论支持和实践指导。

International Talent Development Research Base of UNNC granted as Ningbo social science research base

University of Nottingham Ningbo China (UNNC) has been approved to establish an International Talent Development Research Base by the Ningbo Social Science Academy. Utilising the international advantages of UNNC, it aims to promote the introduction of international and domestic high-level talent in Ningbo from policy making, platform construction and talent ecology construction, so as to serve and promote the future industrial development of Ningbo.

Along with the Ningbo Social Science Research Bases on Dual Circulation and Economic Development and Internationalising Ningbo’s Screen Industries, it is the third social science base of UNNC. This is a phased achievement of the University in promoting the development of disciplines and majors, talent introduction and education and platform construction in the field of humanities and social sciences.

The International Talent Development Research Base consists of four specific sub-projects, including theories, policies, assessment principles and training models for the internationalisation of talents, strategy of attracting, nurturing and retaining international talents, the theoretical and practical exploration of international talents cultivation of UNNC, and the discipline restructure of UNNC to meet the demands of international talents in the post-pandemic era.

The Director of the Base is Dr Jenny Dong, Deputy Party Secretary of UNNC, the chief expert being Anwei Feng, Professor of Language Education at UNNC. In order to develop the talent internationalisation research and create a multi-disciplinary approach, the team includes leading scholars such as the President of the International Society for Language and Intercultural Communication, the Editor-in-Chief of the Internationalisation in Higher Education series, Kunlun Scholars, Yunshan Scholars, university presidents, deans and other management staff, as well as research staff from Faculty of Humanities and Social Sciences, Faculty of Business, Centre for Research on Sino-foreign Universities and Department of Campus Life of UNNC.

Since establishment, UNNC has been proactively carrying out international, cross-border and interdisciplinary scientific research cooperation and academic exchanges with its unique international strength, combining the local development needs of Ningbo.

Furthermore, the University integrates and introduces experts and scholars interested in international talent training, holding multiple seminars on talent "global localisation". The results of the seminars have been used as a point of reference for formulating talent policies.

Professor Feng pointed out that in accordance with the new national guidelines for studying and working abroad along with the requirements on the cultivation of international talents, it is vital to promote the transformation from international students to talents; the base will research and develop an effective model of talent internationalisation through interdisciplinary, inter-institutional, inter-level and cross-border research cooperation, and provide theoretical support and practical guidance for the internationalisation construction of Ningbo city and higher education.
