双年会预告（二）| 中国海洋学会成立40周年暨2019海洋学术（国际）双年会及海洋科学技术奖颁奖仪式将于10月26日在三亚召开

据中国科协关于创世界一流学会建设的相关要求，及向主管及挂靠单位报批，应三亚市人民政府的邀请，中国海洋学会定于2019年10月25日至27日在海南省三亚市举办中国海洋学会成立40周年暨2019海洋学术（国际）双年会海洋科学技术奖颁奖仪式，同期举办由学会支持协办的2019海洋科学技术装备设备展（iOceans China 2019）。

本次双年会，由中国科学技术协会、自然资源部指导，中国海洋学会、三亚市人民政府共同主办。

双年会的开幕式邀请了多位国内外知名专家，就“科技创新助推蓝色经济高质量发展”这一主题做相关学术报告。

同时，大会首次邀请到来自英国、巴西、葡萄牙、澳大利亚、韩国、俄罗斯等多国行业内院士、专家作为主旨报告嘉宾，就海洋油气资源产业、全球海洋观测最新技术进展、海上风能与波浪能开发、船舶海事、海岸带及自然资源保护与开发、珊瑚礁保护与修复等重大话题展开讨论。

本次双年会开幕会将由中国自然资源报社团队进行视频直播，播出时间为：2019年10月26日8：00-12：00。目前，直播平台正在紧张的搭建中，平台将于近期上线后通过本公众号对外发布直播观看地址。

1962年12月26日出生于武汉，籍贯浙江。2015年被评为教育部长江学者特聘教授，现为中国人民大学“杰出学者A岗特聘教授”、国际关系学院副院长、外交学专业博士生导师，中国人民大学中国对外战略研究中心主任,兼任中国未来研究会理事长和党委书记，还有中国国际关系学会副会长、中国太平洋学会副会长、人民政协论坛特聘教授、国家海洋事业发展高级咨询委员、外交部公共外交咨询专家、中央组织部咨询专家、中央统战部部聘专家、国家人力资源与社会保障部咨询专家、科技部咨询专家、商务部经济外交专家组成员等职务。主要研究领域是美国政治制度与政治文化、美国外交、中美关系及大国关系、中国外交和战略。主要著作：《中国智慧：十八大以来中国外交》、《新石油战争》、《大国来了》、《中国的未来》、《大国责任》、《大危机时代和中国式突围》、《美国20讲》、《多边主义与东亚合作》、《中国学者看大国战略》等；已发表论文、评论和专访1,000余篇。

Dr. Jin Canrong is a State-honored “Chang Jiang Scholar” professor and a Distinguished University professor, He is the Associate Dean with the School of International Studies at Renmin University of China. He is also a visiting professor at the Gerald Ford School of Public Policy, University of Michigan, in 2003 and 2007, and the “Weilun” Chair Professor at Tsinghua University, in 2006.

His education background includes a BA from Shanghai Fudan University in political science, a MA from the Graduate School of Chinese Academy of Social Sciences (CASS), and a PhD from the School of International Studies at Peking University. Before joining Renmin University, he worked for the Institute of American Studies at Chinese Academy of Social Sciences (CASS) from 1987 to 2002. He has traveled to over 80 countries or regions so far. His studies focus on American politics (US Congress in particular), American foreign policy, Sino-US relations and China’s foreign policy. His main publications include over 100 academic papers, over 1000 articles for mass media, 10 books and 5 translated books, including Liberal Tradition in America by Louis Hart; Between Hope and History by President Bill Clinton and Diplomacy by Henry Kissinger. As the first columnist in international politics in the mainland China, Dr. Jin wrote for the column of “Focusing on America” on World Affairs (a half-monthly), from 1995 to 1998.

His social positions include: President of China Society for Futures Studies, Vice President of China National Association of International Studies; Vice President, the Pacific Society of China; Chair Professor of the Forum of Chinese People’s Political Consultative Conference; Adviser for the United Front Department of CPC Central Committee; Adviser for the Organization Department of CPC Central Committee; Adviser for the State Oceanic Administration of PRC; Adviser for the Ministry of Human Resources and Social Security of PRC; Adviser for the Ministry of Science and Technology of PRC, Adviser of public diplomacy for the Ministry of Foreign Affairs, Adviser of economic diplomacy for the Ministry of Commerce, etc.

Liu Hsu生于中国湖南。1968-1970年他先后获得巴西航空理工学院的电机工程专业的理科学士与硕士，并于1974年获得法国图卢兹第三大学物理科学专业的 博士学位。他的博士研究在图卢兹大学的法国国家科学研究中心系统分析与架构实验室（LAAS-CNRS）获得了发展。他是巴西科学院与工程院院士， 里约热内卢联邦大学的研究与工程研究生院(COPPE)的名誉教授。他的主要研究领域有系统控制和应用于机器人的自动化技术。尤其是在水下和近海机器人方向，他领导了许多相关科研开发项目。自1990年以来，他一直是巴西研究、技术发展和创新理事会研究生产力方案1-A研究员（最高级别）。他被授予巴西国家科学功绩勋章（2005年）和大十字勋章（2008年）。他是IEEE控制系统协会的高级会员和IEEE CSS变结构和滑模控制技术委员会的成员。他是COPPE的GSCAR（自动化和机器人控制系统组）负责人。

Liu Hsu was born in Hunan, China. He received the B.Sc. and M.Sc. degrees in electrical engineering from the Instituto Tecnológico de Aeronáutica (ITA), So José dos Campos, Brazil, in 1968 and 1970, respectively, and the Docteur d'Etat ès Sciences Physiques degree from the Université Paul Sabatier, Toulouse, France in 1974. His doctoral research was developed at LAAS-CNRS, Toulouse. He is Academician of the Brazilian Academy of Sciences and of the National Academy of Engineering, and Professor Emeritus of the Graduate School of Research in Engineering (COPPE), Federal University of Rio de Janeiro. His main fields of activity are in Systems Control and Automation with applications to Robotics, particularly, underwater and offshore robotics in which he led several R&D projects. Since 1990 he has been a Research Productivity Program Fellow 1-A (highest rank) of the CNPq (The Brazilian Council for Research, Technological Development and Innovation). He was awarded the title of Commander (2005) and Grand Cross (2008) of the Brazilian National Order of Scientific Merit. Liu Hsu is a Senior Member of the IEEE Control Systems Society and a member of the IEEE CSS Technical Committee on Variable Structure and Sliding Mode Control. He is the head of the GSCAR (Group of Control Systems for Automation and Robotics) at COPPE.
